A Police Community Support Officer (PCSO) in Sussex has been dismissed after a 2020 investigation uncovered multiple instances of gross misconduct. The officer engaged in inappropriate and sexual communications with a 16-year-old boy on the dating app Grindr and used discriminatory language while agreeing to sell an illegal drug to an adult man.
The Independent Office for Police Conduct (IOPC) led the investigation and referred the case to the Crown Prosecution Service in October 2021. Although no criminal charges were brought, the inquiry exposed serious breaches of professional behaviour.
Mel Palmer, IOPC Regional Director, commented: “Part of this PCSO’s job was to build trust and confidence in the police amongst local people in Sussex. It is disgraceful that while in such a trusted role he sent sexually explicit material to a vulnerable teenager and bought unauthorised medication for another man.”
The PCSO met the adult man during community liaison work at a café. He was aware that the 16-year-old boy was vulnerable, having previously been reported missing. The officer sent the teenager numerous explicit messages and videos and agreed to supply unauthorised drugs to the adult man.
Following interviews, phone forensics, and witness statements, a disciplinary panel concluded the officer’s actions amounted to gross misconduct. The PCSO was subsequently dismissed, demonstrating the force’s zero tolerance for such behaviour.
The scandal has damaged community trust in policing, particularly in relation to vulnerable young people and minority groups. It serves as a reminder of the high standards expected from those sworn to protect the public.
