A 23-year-old woman from northwest London has been charged with a terrorism-related offence after her social media activity drew public attention and led to an official investigation by the Metropolitan Police’s Counter Terrorism Command.
On October 17, 2023, the Counter Terrorism Internet Referral Unit (CTIRU) received a tip-off about social media posts that appeared to support Hamas, a group proscribed under UK terrorism laws. The posts were initially flagged by the public, prompting a detailed review by specialist officers at the CTIRU. Following their assessment, the case was escalated for further investigation due to potential breaches of terrorism legislation.
The investigation quickly focused on Sara El-Houssein, who was identified as the individual behind the account in question. El-Houssein was arrested on November 2, 2023, and subsequently charged in March 2024. She faces allegations of publishing an image of an article in a manner that could suggest her support for Hamas, contravening section 13(1A) of the Terrorism Act 2000.
Commander Dominic Murphy, head of the Met’s Counter Terrorism Command, emphasized the importance of public vigilance. “This case underscores the critical role of community engagement in our counterterrorism efforts,” said Murphy. We rely on the public to report suspicious activity, which we examine rigorously. Our message is clear: if you see something that concerns you, report it. We will investigate thoroughly and take necessary action.”
El-Houssein has been released on bail and is scheduled to appear at Westminster Magistrates’ Court on April 19.
The CTIRU operates nationally, aiming to identify and mitigate the spread of terrorist and extremist content online. Working closely with internet service providers, the unit plays a key role in ensuring that material violating UK terrorism laws is promptly addressed and removed.
