Jim Colwell, the acting chief constable of Devon and Cornwall Police, has been suspended following allegations of breaching professional standards. The suspension was confirmed by the Devon and Cornwall Police and Crime Commissioner, who has referred the matter to the Independent Office for Police Conduct (IOPC) for investigation.
Allegations Under Investigation
The IOPC has issued a gross misconduct notice to Mr. Colwell, citing allegations that he used his work-issued mobile phone to exchange messages of a personal nature without a policing purpose. The notice also pertains to his alleged conduct related to a force disciplinary matter.
In a statement, an IOPC spokesperson said:
“Our investigation is in its very early stages. The serving of such a notice advises an officer their conduct is subject to investigation and does not necessarily mean that any proceedings will follow.”
Police Commissioner’s Statement
Alison Hernandez, Devon and Cornwall’s Police and Crime Commissioner announced the suspension, emphasizing that it is a neutral step to allow for a fair and independent investigation.
“Sadly it has been my duty to suspend Acting Chief Constable Jim Colwell and refer this matter to the IOPC. Suspension is a neutral act to enable an independent and thorough investigation to take place. It has no bearing on any indication that the allegation will be upheld and should not be seen as such,” she stated.
Ms. Hernandez confirmed that Mr. Colwell has seven days to make representations regarding his suspension. She added:
“Resolving leadership issues in the force remains my most pressing priority. I fully understand that there may be concerns within the force, in our communities, and with our partners in relation to this suspension.”
Community and Force Impact
The suspension has sparked concerns within the police force and the wider community. Ms. Hernandez acknowledged the potential unease caused by the leadership disruption and reiterated her commitment to resolving the situation swiftly.
Next Steps
The IOPC is expected to carry out a thorough investigation to determine whether disciplinary proceedings are warranted. The notice of investigation does not imply guilt but serves to inform the acting chief constable of the allegations under review.
Further updates will be provided as the investigation progresses.
