University of Portsmouth Appoints Chris Chang as New Pro Vice-Chancellor for Global Engagement

The University of Portsmouth has announced the appointment of Chris Chang as its new Pro Vice-Chancellor for Global Engagement, marking a significant step in its strategic vision to expand international partnerships and strengthen its global reputation.

Chris Chang currently serves as Pro Vice-Chancellor for Corporate Marketing, International and Development Services at Anglia Ruskin University and brings with him over 20 years of higher education experience and a professional background as a qualified barrister.

He will officially take up his new role at the University of Portsmouth on 1 September 2025.

Enhancing Global Ambitions

The appointment comes as part of the University’s bold new vision to become a leading UK institution with a truly international culture. With students from more than 130 countries, the University of Portsmouth is already a diverse academic environment, but aims to deepen its global footprint further.

Vice-Chancellor Professor Graham Galbraith said:
“Chris has a wealth of experience delivering international activity in the higher education sector, which makes him an excellent addition to the senior management team.

His appointment aligns perfectly with our ambitions to develop our global reputation and build stronger international connections.”

A Global Leader in Education Strategy

Chris Chang began his career in law, qualifying as a barrister in 1986, and initially practiced at the High Court of Malaya. He transitioned to the higher education sector in 1990, holding key international roles at several institutions, including:

  • University of London (Stamford College, Malaysia)
  • Manchester Metropolitan University as Head of International
  • Brunel University as Director of International and Director of Academic Services
  • Anglia Ruskin University, where he has served since 2013

In response to his appointment, Chris Chang said:
