A misconduct hearing on Wednesday, 14 October heard that former PS Richard Skinner, previously of Central East BCU, had breached the standards of professional behaviour in relation to fitness for work and discreditable conduct.

On 6 August 2019, PS Skinner provided a sample for a With Cause Drug test. This sample screened positive for cocaine.

The Chair, Assistant Commissioner Helen Ball, considered all of the evidence and found former PS Skinner to have breached the standards of professional behaviour at the level of gross misconduct and, had PS Skinner still been a serving officer, he would have been dismissed without notice.
