Police Constable Paul Woodward has been dismissed without notice after a conviction for drink driving earlier this year. The decision, handed down by Assistant Chief Constable Jim Colwell in an accelerated misconduct hearing on November 29, reflects the severity of PC Woodward’s actions.
The incident in question occurred on March 26, 2023, when PC Woodward crashed his vehicle and subsequently fled the scene. Arrested under Section 5 of the Road Traffic Act 1988, he later pleaded guilty at Plymouth Magistrates’ Court on June 28, resulting in a 17-month driving disqualification and an £890 fine.
A/CC Colwell, presiding over the hearing, expressed deep concern over PC Woodward’s deliberate choice to operate a vehicle while under the influence of alcohol. Colwell emphasised that this was not a case of an officer making a mistake under duress but a conscious decision to commit a criminal offence.
“The offence is a very serious matter. Getting behind the wheel of a vehicle and driving whilst unfit due to alcohol is entirely inconsistent with the expectation held by the public in terms of how an officer should conduct themselves,” stated A/CC Colwell.
The dismissal was based on the finding that PC Woodward’s actions amounted to Gross Misconduct. He is now barred from working in policing or other law enforcement agencies.
Superintendent Alex Doughty, Head of Professional Standards, expressed disappointment in the officer’s actions, highlighting the misalignment with the conduct expected from police officers. Doughty echoed the seriousness of drink driving and affirmed the decision made by the hearing.
