Former Metropolitan Police officer Ishmael Donegan, aged 26, has admitted to serious misconduct after illegally accessing police computer systems for personal gain. He pleaded guilty to four counts of misconduct in public office at Southwark Crown Court this week.

The misconduct came to light following a referral to the Met’s conduct department in November 2021, which triggered an investigation by the Independent Office for Police Conduct (IOPC). The inquiry found that Donegan carried out numerous illegal searches of confidential police data between December 2019 and March 2022.

Disturbingly, Donegan shared sensitive police information with friends, including via the social media platform Snapchat. He repeatedly looked up details on individuals he knew personally, with one woman being the subject of more than 80 unauthorised searches.

IOPC director Steve Noonan condemned Donegan’s actions, stating, “DC Donegan was clearly not fit to be a police officer, and his deliberate actions showed a lack of any regard for the rules in place around accessing police records.” Noonan emphasised the importance of trust and integrity among officers and criticised Donegan’s breach of confidentiality.

The Crown Prosecution Service formally charged Donegan after the investigation concluded in January 2023. Following his guilty plea, the IOPC is collaborating with the Metropolitan Police to determine appropriate disciplinary action.

This case highlights the serious responsibilities held by police officers and serves as a warning about the consequences of abusing their position of trust.
