The Metropolitan Police have terminated the employment of PC Toby Caswell after a misconduct investigation revealed serious allegations of racist abuse and bullying. The probe was initiated after colleagues raised concerns about his unacceptable behaviour.
Between 2019 and 2021, a misconduct panel heard that Caswell repeatedly belittled, mocked, and humiliated fellow officers. Among the allegations were racist remarks, including Caswell asking a colleague, “Why don’t you go back to your own country?” Additionally, he reportedly sprayed disinfectant on one officer’s trousers and disrupted another officer’s phone during important briefings.
The panel, chaired by an independent legal professional, found Caswell guilty of gross misconduct. He was determined to have breached professional standards relating to equality, diversity, respect, and authority. As a result, Caswell was dismissed without notice.
Chief Superintendent Andy Carter, responsible for policing in Camden and Islington, commented on the decision: “PC Caswell’s behaviour towards his three fellow officers was appalling and he has quite rightly been dismissed. I am very sorry that his colleagues had to endure this behaviour and I welcome the fact that multiple officers reported PC Caswell’s conduct so swift action could be taken. Everyone in the Met is clearer than ever that we must root out those who corrupt the integrity of our organisation.”
Following his dismissal, PC Caswell will be placed on the Barred List maintained by the College of Policing. This listing prevents him from working for any police force, local policing bodies, the Independent Office for Police Conduct, Her Majesty’s Inspectorate of Constabulary, or Fire and Rescue Services.
