Jason Sweeney, 25, from Chelmsford Avenue in Southend, has been jailed for four years and three months following a series of breaches of court orders and predatory behaviour targeting teenagers.
Essex Police’s MOSOVO unit (Management of Sexual Offenders and Violent Offenders) first identified Sweeney in 2020 due to concerning conduct around children and vulnerable adults. At that time, he was issued a Child Abduction Notice designed to restrict dangerous adults early.
Despite these measures, Sweeney violated a Sexual Harm Prevention Order and failed to comply with sexual offender notification requirements. A routine check on 28 August 2020 resulted in his arrest on suspicion of six breaches and two counts of non-compliance. During the investigation, police uncovered evidence of sexual offences against children.
Sweeney faced eight charges related to these breaches. He also groomed a girl under 16, engaging in sexual communication and arranging meetings following grooming. He pleaded guilty and served eight months in custody.
Shockingly, just two weeks after his release on licence in February 2021, Sweeney resumed grooming behaviour. MOSOVO’s risk assessment revealed he was targeting a young female victim almost immediately. Police quickly arrested him again for breaches and recalled him to prison, where he remained on remand.
On 30 September 2022, Basildon Crown Court sentenced Sweeney to four years and three months in prison. He is now subject to a lifetime Sexual Offender Notification and an indefinite Sexual Harm Prevention Order.
Detective Andrew Hill said, “It was clear to our team how much of a risk Sweeney posed to young, vulnerable women. He used social media platforms, including Instagram, to target his victims, and has proven himself to be a dangerous sexual offender.”
He added, “This investigation was complex. We worked tirelessly with other forces, including Norfolk Police, to hold Sweeney accountable and protect victims. The dedication of our MOSOVO team ensured swift action, including a nonstop 36-hour shift to get charges authorised and keep him in custody.”
Detective Hill also emphasised the importance of victim bravery, saying, “The bravery of the victims in coming forward was crucial. Safeguarding children is our top priority. Offenders often manipulate victims into believing abuse is normal – that’s grooming. Anyone who feels at risk should speak up immediately.”
