Section 60AA Order Enforced Ahead of Fresh Epping Protest Following Thursday Night Disorder

Essex Police have confirmed that a Section 60AA order has been enacted in Epping this evening as part of a proactive policing operation ahead of another planned protest, following violent clashes on Thursday night outside the Bell Hotel.

The order, granted under Section 60AA of the Criminal Justice and Public Order Act 1994, gives police the power to require individuals to remove face coverings. The measure aims to prevent repeat incidents of violence and ensure the safety of both protesters and the public.

The order came into force this afternoon and will remain in place until Monday morning, July 21. It covers key parts of Epping, including Epping Underground Station.


Protest Rights Protected – But Disorder Won’t Be Tolerated

In a statement released just hours before the planned demonstration, Essex Police emphasised their commitment to facilitating lawful, peaceful protest, while warning that anyone seeking to incite violence or hide their identity using face coverings would be dealt with “robustly and quickly.”

“We will police impartially, without fear or favour,” the force said.

“The right to peaceful protest is protected by law… but this must be done respectfully. If there is a risk to public order, we will act appropriately.”

The move follows serious disorder on Thursday, July 17, when a protest at the Bell Hotel turned violent. Eight police officers were injured, and multiple arrests were made. Protesters clashed with counter-demonstrators, and footage later emerged showing projectiles being thrown and damage caused to nearby property.

One Arrested This Evening – Charges Filed Following Thursday’s Violence

Police confirmed that one individual has already been arrested this evening as part of the current policing operation in Epping and is now in custody.

Separately, Keith Silk, 33, of Loughton, has been charged with violent disorder and criminal damage in connection with Thursday’s protest and will appear at Chelmsford Magistrates’ Court on Monday morning.

Officers also reminded the public that refusing to remove a face covering when directed under Section 60AA could lead to arrest and a possible custodial sentence if convicted.

Public Urged to Protest Peacefully

Thursday’s protest was originally sparked by community anger over the Bell Hotel being used as migrant accommodation, particularly after asylum seeker Hadush Gerberslasie Kebatu, 38, was charged with multiple sexual offences involving a 14-year-old girl.

Chief Superintendent Simon Anslow reiterated:

“We understand the concerns of the local community and support the right to protest—but violence and disorder will not be tolerated. This is about protecting everyone’s safety and rights.”


Police Presence and Transport Impact

A visible police presence will remain throughout Epping tonight. Residents and visitors should expect road closures, controlled access points, and increased security around Epping Underground Station and the Bell Hotel area.

The force is urging anyone planning to attend the protest to act lawfully and refrain from concealing their identity, unless medically required.
