A persistent shoplifter who repeatedly targeted businesses in Swale and Medway has been banned from entering multiple stores for the next five years following a court order.
Lewis O’Brien, 34, of High Street, Chatham, stole goods worth more than £400, including food items, alcohol, children’s toys, and beauty products, from shops in Rochester, Sittingbourne, and Queenborough between 8 December and 20 December 2024.
Arrest and Sentencing
O’Brien was arrested on Saturday, 21 December 2024, in Maidstone and subsequently charged with one burglary and seven counts of theft.
He pleaded guilty at Sevenoaks Magistrates’ Court and, on Monday, 3 February 2025, was sentenced to:
- 18-month community order
- £250 compensation payment
- Five-year Criminal Behaviour Order (CBO)
Strict Five-Year Shop Ban
Under the Criminal Behaviour Order, O’Brien is prohibited from entering multiple stores, including:
Additionally, if O’Brien enters any other shop, he must:
- Not carry a bag
- Have the means to pay for items
- Leave immediately if requested by staff
Police Warning: ‘He Will Be Sent to Prison If He Offends Again’
Police Sergeant Daniel Bartlett stated that O’Brien is one of the most active shoplifters in the county and has been arrested multiple times.
"His behaviour has clearly caused distress to shop workers and has had a detrimental effect on the local community. O’Brien is now the subject of a very strict court order, and officers in Swale and Medway will be alert for any breaches in the next five years.
"Store workers are also aware of the restrictions and will call us immediately if he enters their premises. If O’Brien fails to address his appalling behaviour, he will be swiftly brought back to court—and very likely sent to prison."
Retailers Urged to Stay Vigilant
Shopkeepers and staff in affected areas have been urged to remain vigilant and report any breaches of the order to the police.

Police have assured businesses and the public that any violations by O’Brien will lead to swift legal action.
