One of the most notable updates is a mandatory 10-minute grace period for parking on private land, preventing parking operators from issuing fines immediately after a ticket expires. This change, introduced by the Private Parking Sector Single Code of Practice, allows drivers a buffer period to return to their vehicles without incurring a penalty.

The new parking rules also include an Appeals Charter, giving motorists clear guidelines for contesting parking charges, consistent rules for private parking operators, and improved signage on private properties.

Potential Changes in Fuel Duty and Road Pricing

As Chancellor Rachel Reeves prepares Labour’s upcoming budget, there is speculation that the current 5p per litre fuel duty cut may end. Originally introduced to address surging prices, the cut was extended due to cost pressures on drivers but may be reconsidered in response to budgetary constraints.

There is also discussion about a potential pay-per-mile road pricing system, although this is unlikely to be introduced imminently.

New Safety Standards for HGVs in London

Starting October 28, HGVs over 12 tonnes operating in Greater London are now required to have a minimum three-star Direct Vision Standard (DVS) rating or install the updated Progressive Safe System (PSS). The goal of this requirement is to reduce accidents by improving driver visibility and enhancing safety features, with the European Commission estimating it could save up to 25,000 lives by 2038. A grace period has been implemented to allow HGV operators time to comply.
